Adjusted hearing aids?

I wear behind the ear hearing aids, and when I tried turning the volume down, it didn’t work, so when I asked my audiologist about this, he said that It’s been adjusted so it doesn’t needed to be fiddled with, does this mean that my hearing is really bad? Mild deafness.
